You can do the same thing in /home/socsci/uci-dev/galaxy-dist/universe_wsgi.ini with a service galaxy-dev restart to add yourself as an admin for the dev instance on 8081

Doug and SS ppl: Do you still want us to continue the interaction to contract to support this? No one answered my previous emails to my knowledge and unless we know what we're supposed to do, we can't write a support contract.
